Carlos Quintana is an attorney with the Division of Employment and Training Legal Services (ETLS), Office of the Solicitor, U.S. Department of Labor. Mr. Quintana has been with the Office of the Solicitor since 2000. As an ETLS attorney, Mr. Quintana supports the Bureau of International Labor Affairs (ILAB) on all international activities of the Department, including responsibilities concerning the International Labor Organization, the North American Free Trade Agreement (NAFTA), various Trade Acts, and international child labor and core labor standards technical assistance projects. As legal counsel to ILAB, Mr. Quintana provides legal support to the U.S. National Administrative Office on all matters related to the North American Agreement on Labor Cooperation (NAALC). In addition, working with the Veterans' Employment and Training Service (VETS), Mr. Quintana provides legal services that assure reemployment rights and protection against discrimination to members of the uniformed services, and enforcement of Federal executive branch veterans' preference laws. Mr. Quintana began his Department of Labor career as an attorney with the Division of Labor-Management Laws, currently the Division of Civil Rights and Labor-Management (CRLM). The Division provides a broad range of legal services, including advice, litigation, and rulemaking, to the Office of Labor-Management Standards (OLMS) concerning the administration and enforcement of the Labor-Management Reporting and Disclosure Act of 1959 (LMRDA), as amended. The LMRDA ensures basic standards of democracy and fiscal responsibility in labor organizations representing private sector members. The Division also provides legal services to OLMS concerning the provisions of other statutes, applicable to labor organizations representing public sector employers, with provisions or goals similar to the LMRDA.
In 2000, Mr. Quintana received a Juris Doctor and Master of Arts degree, focusing on International Trade and Development, from American University's Washington College of Law. Mr. Quintana received a Bachelor of Arts degree in International Relations and Political Science from the City College of New York in 1993.
