Individuals, unions, employers, non-governmental organizations or other private parties may file public communications seeking NAO reviews of labor law matters (Labor Principles 1-11) arising in the territory of another country. In order to do so, the submitters must follow the domestic procedures established by each country's NAO.
Once Accepted, Public Communications are reviewed by the respective NAO’s in each of the member countries with whom they are filed under procedures published by each of them. As provided for by the agreement, the Labor Minister of each member country may request Ministerial Consultations.
The labor minister of any country may request consultations with another country at the ministerial level regarding any matter within the scope of the Agreement. If a third country considers that it has a substantial interest in the matter it is entitled to participate in the consultations. The consulting parties shall make every attempt to resolve the matter through cooperation, including the exchange of publicly available information to enable a full examination of the issue.
