JAVIER LOZANO-ALARCÓN

Mexican Secretary of Labor and Social Welfare

Mr. Javier Lozano-Alarcón received a law degree from the Escuela Libre de Derecho in 1987, with a thesis on Regulations on Banking Credit in Mexico (Aspectos Legales de la Regulación del Crédito Bancario en México). He attended professional piano studies at the Conservatorio Nacional de Música. He was born in Puebla, Mexico, on November 21, 1962.

From December 1984 to May 1987, Mr. Lozano was an intern in the Directorate for Central Banking Regulations in Banco de México, the central bank of Mexico. From 1987 to 1989, Mr. Lozano-Alarcón was Director for Legal Affairs in the Petrochemical Sector of Grupo Industrial Alfa. Between 1989 and 1994, he held several positions at the Ministry of Finance and Public Credit (SHCP), where he was Director for Authorization and Control for Private External Credit; Chief of Staff to the Under Secretary for Regulations and Budget Control; and Director General for Regulations and Administration Development at the Under Secretariat for Public Spending. In December 1994, he was Corporate General Comptroller of Petróleos Mexicanos, and in January 1995, he was appointed Under Secretary for Administration and Management in the Ministry of Communications and Transportation.

From August 1996 to March 1998, he served as Under Secretary for Communications in the Ministry of Communications and Transportation. In April 1998, he was appointed President of the Commission for Federal Telecommunications, and in May 1999, Under Secretary for Public Affairs of the Ministry of the Interior. He was President of the Board of the Mexican Institute of Radio and President of the Administrative Council of Notimex, a Mexican news agency.

In March 2001, Mr. Lozano-Alarcón founded Javier Lozano y Asociados, S.C. consulting firm, which is focused on technology and telecommunications projects; mass media strategies; lobbying, advisory on energy, civil aviation and automobile projects, and which is directed mainly to telecommunications companies and stock market firms, among others.

From 2003 to 2005, he served as representative of the Government of the State of Puebla to the Federal District; was liaison for the Governor of the State of Puebla before the Conferencia Nacional de Gobernadores and Coordinator General for the Comisión de Transparencia en la Prestación de los Servicios Públicos del Estado de Puebla.

In the academic field, Javier Lozano-Alarcón has been President and Founder of the Instituto del Derecho de las Telecomunicaciones, A.C., and is professor at the Escuela Libre de Derecho, as well as a member to the Commission for Regulations in that law university. He is also Advisor to the Board of Directors of the Academy of Music of Palacio de Minería.

Mr. Lozano-Alarcón published weekly articles on telecommunications topics in several Mexican newspapers as El Financiero and El Universal, and on music and opera topics, in the weekly publication Este País. He has also been weekly commentator in the radio program, Fórmula Financiera, and founder, writer and editorial consultant to El Semanario, a specialized publication in business and economic issues.

Javier Lozano-Alarcón participated in the election campaign and was part of the transition team of President Felipe Calderón, who appointed him Secretary of Labor and Social Welfare on December 1st, 2006.
