He completed a PhD in Economics at Washington University, U.S.A. 1988-1992. He belongs to the SNI, National System of Researchers (level II); member of the Latin American and Caribbean Economic Association, member of the Advising Committee of the North American Economics and Finance Association, and he is also a member of the Technical Advising Committee of the private sector’s Center of Economic Studies CEESP .
He has been a professor at CIDE, at the UNAM’s Economic Department, at the ITESM and at Washington University.

He has published a variety of books. The most recent one is “La Seguridad Social en México” along with Fernando Solís, which was published by the Fondo de Cultura Económica.
He was a member of the jury in the National Prize of Economics BANAMEX, 2000-2002; and he is a member of the jury in the “Jesús Silva Herzog” Prize of the IIE, UNAM and of the Social Security Prize of the CISS.
“He has also participated in various national and international lectures on subjects such as savings, the financial system and the pensions system. He was coordinator of the Mexican Group for the Development of Financial Markets at the PECC (Pacific Economic Cooperation Council). He was advisor for the President in the CONSAR 1995-2000 as well as for Dr. Luis Ernesto Derbez in the transition team (2000).
He has a weekly column in the newspaper ‘El Universal’ and comments about the economic news in channel eleven.
