He has a degree in Political Sciences and Public Administration, from the Universidad Nacional Autónoma de México (National Autonomous University of Mexico).
He graduated with distinction from the Master´s program on Public Policy of Sheffield University in the United Kingdom. He also undertook studies in Political Science at the University of California in San Diego, United States; the Public Administration specialty at the National Institute of Public Administration and he possesses a Diploma in Economics from the Autonomous Technological Institute of Mexico (ITAM).
In the public sector between 2002 and 2004, he was Assistant Director for International Organizations of Economic Cooperation and Commerce, and subsequently, as Director for Border Issues, in the Unidad de Asuntos Internacionales (Unit for International Issues) of the Secretaría de Medio Ambiente y Recursos Naturales (Environment and Natural Resources Secretariat).
Between 2004 and 2007, he acted as Labour Policies Director from the Subsecretaría de Empleo y Política Laboral (Work and Labour Policies Under-Secretarial Group) of the Secretaría del Trabajo y Previsión Social (Labour and Social Services Secretariat).
Presently, he is Assistant General Coordinator of the Servicio Nacional de Empleo (National Employment Service) of the Secretaría del Trabajo y Previsión Social (Labour and Social Services Secretariat).
He has participated as federal official in different conferences, panels, and round tables on employment subjects, at the national and international level.
