Javier Lozano-Alarcón
Secretary of Labor and Social Welfare - Mexico

Javier Lozano-Alarcón was born in Puebla, Mexico, on November 21, 1962, and he is a lawyer from the Escuela Libre de Derecho.

Along his career, he has developed the following activities:
• Intern at the Directorate for Central Banking Regulations in Banco de México, the central bank of Mexico.
• Manager for Legal Affairs of the Petrochemical Sector at Grupo Industrial Alfa.
• At the Ministry of Finance and Public Credit (SHCP), he was Director for Authorization and Control for Private External Credit; Chief of Staff to the Under Secretary for Regulations and Budget Control; and Director General for Regulations and Administration Development at the Under Secretariat for Public Spending.
• Corporate General Comptroller of Petróleos Mexicanos.
• In the Communications and Transportations sector, he was Under Secretary for Administration and Management; Under Secretary for Communications, as well as President of the Commission for Federal Telecommunications.
• Under Secretary for Public Affairs at the Secretariat of the Interior.
• Representative of the Government of the State of Puebla to the Federal District; serving as liaison for the Governor of the State of Puebla before the Conferencia Nacional de Gobernadores and Coordinator General for the Comisión de Transparencia en la Prestación de los Servicios Públicos del Estado de Puebla.
• In March 2001, Mr. Lozano-Alarcon founded Javier Lozano y Asociados, S.C. consulting firm, which is focused on technology and telecommunications projects, and mass media strategies, among others.
• Mr. Lozano-Alarcón participated in the election campaign and was part of the transition team of President Felipe Calderón, who appointed him Secretary of Labor and Social Welfare on December 1st, 2006.

Mr. Lozano-Alarcón published articles in Mexican newspapers as El Financiero and El Universal. He has also been commentator in the radio program Fórmula Financiera, and founder, writer and editorial consultant on telecommunications and economic topics to El Semanario, a specialized magazine in business and economic issues. Mr. Lozano-Alarcón has published articles in the magazine Este País, on music and opera topics.

Among other academic activities, he attended professional piano studies at the Conservatorio Nacional de Música; he was President and Founder of the Instituto del Derecho de las Telecomunicaciones, A.C.; and he currently teaches the course of “Introduction to the Study of Law” at the Escuela Libre de Derecho.
